Shipment of household and business goods
Household goods are constituted by the whole of your merchandise new or used, with exception of vehicles, for domestic use, property of the person or family traveling which will be imported to Ecuador because of a permanent change of residency, as long as the quantity of goods are not considered for use in a commercial activity.
It is considered as part of your household goods the new or use merchandise: furniture for use in a living room, dinning room, kitchen, rooms of the house, toys, bicycles, musical instruments, books, art and other collections in general and manual, electric or electronic equipment for your domestic use.
It is considered as part of your personal belongings the accompanied baggage of articles new or used that the passenger would utilize for personal use as clothing, accessories, toys, sport articles, books, magazines, medicine, perfumes, hygiene products, baby food products, handicap equipment, medical, orthopedic equipment for use of the traveler.
It is considered as part of your work equipment portable articles such as photography cameras, film cameras, recording equipment, typewriters, personal computer, radios, radio cassettes, and compact discs, which will not be commercialized.
Limitations. - Travelers will be able to enter Ecuador duty free with no more than two of the before mention articles, considered as work equipment, for up to the amount of US$ 4,000.00.
Requirements. - To have the chance to use these benefits it is necessary to prove a permanent change of residency. Foreigners with the legal resident visa and Ecuadorian nationals or foreign immigrants who are returning to Ecuador, with an abroad resident visa or the permanence of the individual for more than one year overseas makes them eligible to request the application for this benefit:
- Remember it is important to prove with documents the ownership of all articles that will be shipped to Ecuador.
- The applicant must make a sworn declaration before a Notary Public, stating the list of household goods, which are of personal use and not destined for sale. This document must be authenticated at the Consulate and presented to customs in Ecuador. The fee for authenticating this document is US$ 100.00.
- Any person, who has taken his or her household goods into Ecuador and again takes residence abroad, will be eligible to introduce a second set of household goods only after 3 consecutive years without any interruption from the date of the last departure from the country.
- The goods should arrive in a seaport or airport within 90 days before or after the arrival of the sender.
- The List of Goods should be presented to the Customs Authorities of Ecuador for the exemption of taxes.

Inspection Companies for shipment of personal effects
The list of household goods, personal belongings and work equipment, duly legalized by the Consulate, must be presented to Customs authorities to receive the liberalization of import duties. The inspection of the container will be done in Ecuador, through merchandise verification companies, duly authorize to operate. The cost for this inspection is US$ 180.00. Shipment of Human Remains
To ship human remains to Ecuador it is necessary to register the deceased of the Ecuadorian citizen at the Consulate. This registration is final and the Consulate sends it to the Office of the National Civil Registry of Ecuador for the records. The requirements are:
- Birth certificate, Ecuadorian Identification Card called "Cédula" or Passport of the deceased.
- The Certificate of Death given by the Department of Vital Statistics for the place were the incident occurred. The legalization is US$ 10.00 dollars.
- The Certificate of Death translated into Spanish and notarized .The legalization of this document is US$ 10.00 dollars.
- The Embalmers Certificate given by the Funeral Home is to be translated into Spanish and notarized.
- The Cremation Certificate is to be translated into Spanish and notarized.
- The Non - Communicable Disease Letter issued by the Department of Health of the City or by the State, is to be translated into Spanish and notarized.
- The Burial Transit Permit issued by the respective City Hall or respective authorities.

Importing a vehicle
Requisites for importing a vehicle
- According to the Official Registry No. 157 of Thursday 28 of August of 2003 by means of Resolution No. 203 of the COMEXI indicate that the following text is eliminated in Resolution 184 of the COMEXI in its literal a): "to previous the immediate year", this means that the year model of the vehicle must be of the present year or following year to the present year.
- To make the verification in origin with one of the checkers
- To obtain the Certificate of Quality of the INEN.
- To obtain the Good Sight in a bank correspondent of the Central bank of Ecuador.
- To make the proceeding of nationalization with a customs agent.
The applicable taxes for their vehicle would be as long as it fulfills the requirements before mentioned:
- ADVALOREM 35.0 %
- FODINFA 0.5%
- IVA 12.0 %
- HOISTS 5.15%
Further more the vehicles intended to be imported must appear in a list of vehicles that the Ministry of Finance of Ecuador issues every year. For further information please contact the Ecuadorian Central Bank.

Temporary entry of vehicles
For foreigners, vehicles and commercial equipment can be entered, in such cases when there is an agreement for these goods or services to be lent to a Public Institution or an International Organization, for the maximum interval of 3 years.
For vehicles, with tourist objectives, upon entering you must present the "Customs Passbook" known in Ecuador as "Libretas de Paso de Aduana" or it's equivalent for a period up to 90 days, which can be renewed.
The General Statues of the Organic Law of Customs says:
Article 69. - Temporary Entry of a tourism vehicle: For the temporary entry by any means of privately own automobiles for tourism purpose only, the Manager of the District of Customs will request the presentation of International Vehicle "Customs Passbook", issued by the corresponding International organization, duly recognized by the Government of Ecuador based in the application on international accords.
Article 70. - Length of stay of a tourism vehicle: The privately owned vehicles can remain in the country as long as the International Vehicle "Customs Passbook" is valid.
Article 71. - Departure of a tourism vehicle: At the moment of departure of the privately owned vehicle the Manager of the District of Customs will seal the corresponding International Vehicle "Customs Passbook" and will cancel the guarantee imposed previously.
Article 72. - Responsibility of the International organizations: The international organization that issues an International Vehicle " Customs Passbook", will become "Ipsu-jure" in co-signer's of the tributary customs obligations set forth with the temporary entry of the vehicle.

Personal belongings
ADULT PASSENGER (over the age of 18) who arrives to the Airports in Quito or Guayaquil has the right to come in to the country through Customs green lanes (OCCASIONAL INSPECTIONS), TWO SUITCASES OF 50 POUNDS OR LESS EACH.
MINOR PASSENGER (under the age of 18) only has the right to introduce in the same conditions TWO SUITCASE WEIGHTING 50 POUNDS each . If adult passengers bring a third or forth suitcase, with exception of carry onboard baggage's, HE WILL BE OBLIGATED TO PAY FOR THE EXCESS BAGGAGE WITH CASH OR CREDIT CARD THE AMOUNT OF US$ 400.00 FOR EACH ONE.
For a FIFTH SUITCASE OR ANY BAGGAGE'S (suitcases, boxes, military carryon, etc.) and any over the limit weight is OBLIGATED TO PASS THROUGH CUSTOMS AND APPRAISAL OF ALL CONTENT IN THE BAGGAGE'S, THIS PROCEDURE WILL CARRY THE PAYMENT OF ALL DUTY TRIBUTES.
Exception of Obligatory Appraisal and Payment of Tributes
As dictated in the Ecuadorian Law for Custom, its General Statues and respective accord, every passenger (Ecuadorian or foreigner) entering Ecuador temporarily and who does not habitual reside in Ecuador, as well as those who return to Ecuador where it has habitual residence, after being overseas temporarily, have EXCEPTION OF TRIBUTES AND OBLIGATORY APPRAISAL for his personal belongings and work equipment, when complying with the following norms:
Confiscation of Baggage's
Until the passenger does not render the bank receipt that proves the payment of their tax obligations the baggage will not be allow to exit the international reception area. The baggage will remain in custody of Customs for five days, if the taxes owed are not payed on the sixth day, the mercandise will be declared as abandoned and it would be sold in a public auction.
Non-Accompanied Baggage's
Every suitcase or similar which arrives before or after a passenger will enter the customs area under the responsibility of the airline who transported the before mention merchandise and only will be cleared after it has been inspected.
Merchandise that is not considered as "Personal Belonging's"
Passengers must declare all articles that are not considered as personal belonging by entering the red line in the customs area so it may be inspected by authorities and if need taxes.
Presumption of a crime committed
Any passenger who attempts to bring merchandise in commercial quantities or articles that are not considered as personal belonging's, without proper authorization, will be subject to the seizure of the articles, apprehension of the individual, who will be put under the orders of the local attorney general.

Shipment of pets
To send Pets, Birds or domestic animals to Ecuador the requirements are:
- An Animal Health Certificate of the animal signed by a Veterinarian, stating that the animal is free from contagious diseases and is up to date with the required vaccinations. This document must be notarized
- The document should be legalized by the USDA of the State where you live, at least 10 days before the trip.
- Then you need to bring the document to the consulate to be certified.
The certification of the Animal Health Certificate at the consulate is US$ 50.00
To retrieve your pet in Ecuador
In order to retrieve your pet once it has arrived to Ecuador, you need to wait 2 to 3 days and pay a tax equal to the 25% of the CIF value (shipment invoice).
However, if you wish to retrieve your pet immediately, you will have to pay a warranty of about 120% of the possible tax (approximately US $600), this amount should be given back to you at a later date.

Travel authorization for minors
For an Ecuadorian minor traveling without any or only one of his or her parent, is required a formal Authorization to leave Ecuador provided by the parent which is not traveling. These precautions are justified because the government wants to ensure that no abduction of minors occurs by one of the parents or by a stranger. The absent father or mother should appear at the consulate bearing proper identification in order to grant this authorization.
This procedure is to ensure the consent of both parents for the minor to travel.
The legalization fee of this document is $30 US dollars.
In the event of a single parent or a legal guardian, evidence must be provided, such as custody papers or death certificate of the deceased parent. If the parents are separated and the whereabouts of one of the two is unknown, the other should obtain custody of the minor through the competent authority.
The authorization can be granted
a. At the Consulate of Ecuador when both parents are residing overseas
b. In the Court of Minors of any of the capital of provinces when one of the parents is residing in Ecuador.
When it is granted at the Consulate, the Consul must authenticate the signature of one or the two parents, and the following is required:
- The presence of the parents of the minor
- The presence of the Father or Mother that has custody of the child/children accompanied with the custody papers from the courts.
- Present proper identification, which can be for Ecuadorian citizens the passport or Ecuadorian ID, for US citizens, the ID can be a passport, the Social Security Card or the Drivers License.
- The cost is $30 US dollars.
If the mother of the minor is single, her authorization is enough. If the parents are divorced, the parent who has the legal custody can grant the authorization. If the parent is a widow or widower, he or she can grant the authorization alone. If one of the parents ignores the whereabouts of the other, the parent must seek legal custody of the minor by judicial authorities or make a sworn declaration before a Notary Public.
REMEMBER THIS AUTHORIZATION IS VALID FOR EXITING ECUADOR ONLY. PARENTS OF ECUADORIAN OR FOREIGNERS MINORS MUST CONTACT THE AIRLINES TO REQUEST INFORMATION OF PROPER DOCUMENTATION REQUIRED BY THE COUNTRY OF RESIDENCY OR DEPARTING COUNTRY.

Survivorship Certificates
Recipients of retirement pension funds, from social security or from military and police retirement should send to Ecuador a certificate of survivorship every year.
The certificate is granted at the consulate, it is free of charge and the requirements are:
a. The presence of the pensioner bearing proper identification , their "Cédula" ID or passport
In the event the pensioner cannot reach the Consulate due to a medical condition or advanced age; the person requesting the certificate has to present a notarized medical certificate.

Military Presentation Certificate
The Article 20th of the Obligated Military Service Law, for the National Armed Forces (Official registry 527, September 15th, 1994) states:
Ecuadorian citizens, who are of age to serve in the military meanwhile residing in abroad on a permanent basis have to present themselves within 30 days of their arrival in Ecuador to a nearby Military Recruitment Offices or Military Reserve Sites which is in accordance to the Law.
If after this time period the Military Presentation is not completed, the citizen would be considered negligent under the Military. Known as "Remiso de Leva".
It is no longer necessary to do this presentation at the consulate

Dual Citizenship
The dual citizenship law in favor of Ecuadorians has been in effect since January 24, 1995.
Article 11, second clause, of the Ecuadorian Constitution of 1998 states:
"ECUADORIANS BY BIRTH, WHO ARE NATURALIZED OR WILL BECOME NATURALIZED IN ANOTHER COUNTRY, WILL MAINTAIN THEIR ECUADORIAN CITIZENSHIP STATUS".
A Constitutional disposition does not require of any law or regulation for its total execution.
Ecuadorians who became US citizens, and would like to know about their status as Ecuadorian citizens, need only to request a current birth certificate from the Civil Registry of Ecuador. If the birth certificate bears no footnote as to the change of citizenship, it means that they maintain their nationality and are therefore citizens of both countries.
Those who benefit from dual citizenship have the right to travel to Ecuador bearing the Ecuadorian as well as the American or any other foreign nation passports.
For practical reasons on entering or leaving Ecuador it is suggested to show at entrance to Ecuador the two passports so that Immigration Officers can stamp the entry seal and later the departure seal, this procedure is specially important in the case of dual nationals of the United Sates and Ecuador. When entering the US the bearer only must present the US passport.
Neither an Immigration Officer, nor a Police Officer, has the right to retain anyone's passport or identification or request money. If that occurs, a complaint should to be filed before the Ministry of Foreign Relation in Ecuador.

Immigration & Judiciary Matters
The immigration system in the United States is very complex. If you desire to obtain a resident visa for yourself and your family, you are required to seek advisement with a specialized lawyer.
There are a wide variety of consultants, which offer simple solutions to immigrants. Do not trust them, because not only they can decieve you but also they can cause incredible damage to your chance of legalizing your migratory status in the US.
Due to the fact that Ecuador never has suffered unstable political situations, war between subversive groups and the government, revolts or systematic violations to human rights, Ecuadorian citizens do not qualify to obtain a legal residency by requesting political asylum, for this reason if somebody offers you to help invoking this condition, be aware this person wants to harm you.
Always carry with you a Personal Identification. Your nationality can be proven with the presentation of your Ecuadorian ID called "Cédula" or with your passport. Do not use falsify documents which belong to other people. In the United States it is a grave crime to carry documents that are not yours, this is even punished with jail and later with deportation.
If your are detained for any reason do not give false names because this violation can affect you later. At the same time it is important for you to know that if you provide a false name your family will not be able to locate you.
When driving a vehicle always carry a valid US driver license, the registration card of the car you're driving and the certificate of insurance, always obey speed limits, but the most important thing is that you NEVER SHOULD BE DRIVING A CAR IF YOU ARE DRUNK OR UNDER THE INFLUENCE OF ANY DRUG, because this is going to cause you a great damage with serious legal complications in the future.
-Do not carry firearms without a permit.
-Domestic violence is a cause for deportation
-Avoid confrontation with authorities
-If you are arrested, do not resist and never run from authorities.
If you are arrested you have the right to call your family or a lawyer.
If you are a resident and comply with all the requirements to obtain the US nationality, we recommend you to apply as soon as possible, since your rights will be better protected.
